Sense of Congress Resolution Proposal to

SAVE TEUFELSBERG!


As discussed on our main SAVE TEFELSBERG! page, we think it would be a good for our cause if we could persuade Congress to pass a Sense of Congress Resolution.

It would be great to get U.S. Senator Lieberman, a Democrat from the state of Connecticut, to sponsor this proposal.  We want those who are from the state of Connecticut to write to him.

Also, we ask that you write letters to the President and your Congressional Representative, also, as well as to your own Senator if you aren't from Connecticut.  Senator Lieberman is responding positively only to requests from his own state.  Contact information for the President, and all Senators and Congressmen is near the page bottom.

Dear Senator Lieberman,

The U.S. Field Station Berlin Veterans Group (FSBVG, website http://fsbvg.org), together with a number of German groups in Berlin and other US Military veterans, this year launched a campaign to designate the former Field Station building located atop Teufelsberg hill in Berlin a Cold War Memorial.

The timing is auspicious for beginning this action now.   2009 is the twentieth anniversary of the Fall of the Berlin Wall. 2009 is also the fifteenth anniversary of the hand-over of the Field Station Berlin facility on Teufelsberg.

FSBVG proposes to turn the facility on Teufelsberg into the "Major Arthur D. Nicholson" Cold War Memorial. The choice of name for the memorial is to preserve the memory of the last casualty of the Cold War, the USMLM tour officer who was killed by a Russian sentry near Ludwigslust March 24, 1985. The purpose of the memorial is to recognize the countless men and women of the Allied Western Armed Forces who stood resolutely, shoulder-to-shoulder, with the West Berliners during the Cold War, ensuring that the island of freedom known as "West Berlin" remained free.

The facility stands on one of the highest points in Berlin, and can be seen for miles in every direction. It is hoped that it will serve as a constant visible reminder of the resolve of the Western Allies to defend Berlin during the Cold War, and of Allied friendship with the newly reunited Germany and with Europe.

Berlin already has an Allied Museum in the former American Sector of Berlin, located in the re-purposed U.S. military movie theater known as "The Outpost."  The new memorial atop the Teufelsberg in the former British Sector of Berlin would make an excellent annex for the museum. This multi-sector approach would serve to underscore the joint effort of the Western Allies that was required to keep Berlin free.

Because you submitted Concurrent Sense of the Congress Resolution number 73 regarding Freedom Day on the occasion of the Tenth Anniversary of the Fall of the Berlin Wall in 1999, I encourage you to submit the following Concurrent Resolution on the occasion of the Twentieth Anniversary of the Fall of the Berlin Wall. I have provided a suggested text below, which makes use of some of the elements contained in Concurrent Sense of the Congress Resolution number 73.

Expressing the sense of the Congress regarding A Cold War Memorial.

Whereas on November 9, 1989, the Berlin Wall was torn down by those whom it had imprisoned;

Whereas the fall of the Berlin Wall has become the preeminent symbol of the end of the Cold War;

Whereas the Cold War, at its essence, was a struggle for human freedom;

Whereas the end of the Cold War was brought about in large measure by the dedication, sacrifice, and discipline of Americans and many other peoples around the world united in their opposition to Soviet Communism;

Whereas freedom's victory in the Cold War against Soviet Communism is the crowning achievement of the free world's long 20th century struggle against totalitarianism;

Whereas it is highly appropriate to remind Americans, particularly those in their formal educational years, that America paid the price and bore the burden to ensure the survival of liberty on this planet;

Whereas we need monuments to the positive aspects of the Cold War, to the friendship and steadfast support of the Western Allies who made the reunification of Germany and Berlin possible; and

Whereas John F. Kennedy said that "all free men, wherever they may live, are citizens of  Berlin:" Now, therefore, be it

     Resolved by the Senate (the House of Representatives concurring),
That it is the sense of the Congress that the former U.S. Field Station atop Teufelsberg in Berlin, Germany, be designated the "Major Arthur D. Nicholson" Cold War Memorial --

         (1) in memory of the last Cold War casualty, the U.S. Military Liaison Mission tour officer who was shot and killed by a Russian sentry near Ludwigslust on March 24, 1985

         (2) in recognition of the countless men and women of the Allied Armed Forces who resolutely stood shoulder-to-shoulder with the West Berliners during the Cold War,  ensuring that the island of freedom known as "West Berlin" remained free.

         (3) and in recognition of  all those free men and women who, like Kennedy, "take pride in the words, `Ich bin ein Berliner'."
